14 : 6 = x : 21

x = (21 * 6) / 14

You can count the cogs, 21 revolutions * 6 cogs = 126 cogs
Divide the whole number of cogs though the number of cogs on the larger wheel. They have the same distance on the larger wheel.
126 / 14 = 9
