In general, mathematicians will say that 0.999... is equal to 1. One argument is that 0.999... is very, very, very close to 1. The difference is infinitesimal and therefore irrelevant.

And the other "proof":

x = 0.999...
10x = 9.999...

10x = 9.999...
- x = 0.999...
9x = 9
x = 1
