Actually a circle only has 1, there is no "inside and outside" sides. as you can see theyre the same side

Technically u can't have an "outside" if ur question said "in a circle."

~However, the correct answer would actually be infinite, because there is an infinite amount of lines tangent to the circle's curve :P
